Dalsie has over 10 years of executive telecommunications regulatory experience, with strong programme and project management competencies.

As former Telecommunications, Radiocommunications and Broadcasting Regulator (and CEO of the authority) in Vanuatu, her responsibilities covered overall supervision of the implementation of universal access, spectrum monitoring, quality of services, market competition, numbering, interconnection, standards for ICT products, consumer protection, support to the Internet Governance, cybersecurity, data privacy, supporting Women & Girls in ICTs, and high level policy advice to the Minister of ICT.

Dalsie’s extensive regional experience in the Pacific includes working for the Governments of Palau and Vanuatu, as well as serving as a steering committee member for the Pacific ICT Regulatory Resource Centre (PIRRC).  At an international level, she serves as a member of the United Nations Internet Governance Forum Multi-Advisory Group (MAG).

Selected Achievements / Experiences:

  • Regulatory Advisor to the Government of Palau:
    Provides regulatory advisory functions to the Government of Palau through the Ministry of Public Infrastructure, Industry and Commerce (MPIIC).

  • Engaged by the Global Green Growth Institute (GGGI) to develop a concept of an Internet Connectivity for Provinces Project under the Vanuatu Chamber of Commerce Institure (VCCI)/Vanuatu Business Resilience Council (VBRC) and Global Climate Fund Readiness Project.
  • Engaged by the ITU as a digital connectivity/enabling environment expert to support the design and implementation of the Smart Islands Project in Vanuatu and the country's Digital Government Master Plan.
  • Former independent Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR), at the same time the CEO for the Institution, which she previously helped to set up.

     

  • Government Universal Access Policy Implementation:
    Led and provided overall supervision on implementation of the successful Government’s Universal Access Policy where by January, 2018, the Government of Vanuatu has achieved 98.8% of the total population coverage, 100% satellite broadband geographical coverage and an upgrade of around 97% of mobile network from 2G to now 3G across all islands and 4G in the main provincial centres of Vanuatu.

  • Currently undertaking Masters in Business Administration Studies at the University of the South Pacific (USP)

  • Postgraduate Diploma for Managers Requiring Advanced Analytical Skills, USP
