Jordan has extensive experience in telecommunications restructuring, telecommunication licensing, establishment of regulatory authorities, broadband services, undersea cable project development, rural telecommunications, universal access, financial modeling, spectrum policy, mobile technology, e-government, and mobile banking. He also has over 30 years professional experience in telecommunications including expertise in sector policy, licensing, privatization, financial forecasting, economic and market analysis, pricing, and telecommunications financing.
Jordan has served as a technical expert and project manager on more than 50 telecommunications projects including projects funded by the World Bank, Asian Development Bank, USAID, EBRD, and commercial entities. He brings extensive experience in telecommunications sector development including projects that focused on expanding access and affordability. Jordan has supported contract negotiations with major telecommunications and electricity providers including undersea cable consortia and mobile network operators.
Selected Achievements / Experiences:
Led a World Bank Team that supported the licensing of the second mobile operator in Kenya including development of tender process and tender documents, evaluation procedures and due diligence mechanisms.
Malawi Feed the Future:
As part of a four year USAID project focusing on increasing the uptake and usage of digital financial services in Malawi, Jordan worked with mobile operators and Malawi Telecommunications Regulator to promote the expansion of mobile and broadband coverage in Malawi as a means of delivering financial services to underserved areas.
Kenya GSM Licensing:
Jordan was the Project Manager on the World Bank-funded project to assist the Government of Kenya in reforming its telecommunications sector. He managed the GSM tender process which awarded a GSM license to a consortium led by Vivendi. Jordan designed the tender process, managed the prequalification and led the bidder evaluation. He also assisted, working with London-based law firm Clifford Chance, in contract development and negotiations with the winning bidder.
